Gary is President and Chief Executive Officer of ML Devco, bringing more than 30 years of leadership experience in the investment, financing, development, and management of commercial real estate across a diverse range of asset classes. Throughout his career, he has successfully led the acquisition, development, repositioning, and management of office, flex office, industrial, hospitality, and condominium projects, consistently creating long-term value through strategic vision and disciplined execution.
As President and CEO, Gary is responsible for setting the company’s long-term vision and leading its investment, development, and asset management strategies. A seasoned real estate executive, he brings extensive expertise in strategic planning, financial analysis, capital structuring, and complex transaction negotiations. His ability to identify opportunities, navigate evolving market conditions, and build strong relationships with investors, partners, lenders, tenants, and other stakeholders has been instrumental in the continued growth and success of the company’s portfolio. Known for his collaborative leadership style and commitment to excellence, Gary fosters a culture of innovation, operational efficiency, and continuous improvement.
Gary holds a Bachelor of Commerce in Finance and Accounting, as well as Bachelor of Civil Law (BCL) and Bachelor of Laws (LLB) degrees from McGill University, providing him with a unique blend of financial, legal, and commercial expertise that supports his leadership in the real estate industry.
MAUREEN E. FLANIGAN
VICE-PRESIDENT, REAL ESTATE
Based in Ottawa, Maureen leads ML Devco’s real estate investment, acquisitions, development, and asset management strategy across the Ottawa and Montreal markets. With more than 35 years of commercial real estate and business leadership experience, she has successfully guided the growth of private, institutional, and family-owned real estate portfolios throughout Ontario and Quebec.
Maureen’s expertise spans the full real estate lifecycle, including acquisitions and dispositions, development, investment underwriting, deal structuring, strategic planning, leasing, asset management, and portfolio optimization. She has played a key role in identifying and executing complex real estate transactions, creating long-term value through disciplined investment strategies and the successful delivery of development projects across a diverse range of asset classes. Known for her strategic perspective and collaborative approach, Maureen has consistently aligned investment and development objectives with evolving market opportunities to drive sustainable growth and maximize portfolio performance.
Prior to joining ML Devco, Maureen held senior leadership positions with several of Canada’s most respected real estate organizations, where she was responsible for investment strategy, development execution, portfolio management, and operational leadership.
ROBERT UDITSKY, CPA
VICE-PRESIDENT, ADMINISTRATION & ACCOUNTING
Privacy Officer
Robert Uditsky, CPA, is Vice-President, Administration & Accounting and Privacy Officer at ML Devco. He provides strategic leadership across the company’s finance and corporate services functions, overseeing accounting, treasury, taxation, risk management, financing, acquisitions and dispositions, information technology, human resources, administration, and privacy compliance. As a member of the senior leadership team, Robert plays an integral role in shaping the company’s financial strategy, supporting investment decisions, and ensuring the organization achieves its long-term business objectives.
Since joining the organization in 2002, Robert has developed extensive expertise in commercial real estate investment, property management, financial reporting, and corporate operations. Recognized for his analytical approach and practical problem-solving abilities, he has built strong, lasting relationships with financial institutions, tax advisors, accountants, legal professionals, and other key business partners, contributing to the company’s continued growth and operational success.
Prior to joining ML Devco, Robert worked with a national accounting firm, where he established a strong foundation in accounting and financial management. He holds a Bachelor of Commerce in Accounting and Entrepreneurship from McGill University, a Diploma in Accountancy from Concordia University, and is a Chartered Professional Accountant (CPA).
